mayor made the comment when he revealed his proposal to subject
the New Growth Center to a referendum. |

that municipalities adopt in maintaining peace and order throughout
the province. Bilar,
which used to be an insurgency hot-bed in the province, serves
as the pilot area for this innovative peace and order agenda
that involves the households which take turns in guarding

EDITORIAL The
fate of the proposed New Growth Center in Tagbilaran City
is now in the hands of the city's constituents. Mayor Dan
Lim has announced that the proposed project will be subjected
to a referendum because he wants the people to have a stake
in the project. The
referendum is a two-edged sword. On one hand, it could give
City Hall the needed leverage to deal with future criticisms
because a mandate from the people would be very difficult
to question. |
