Ex-mayor
threatens with harm --
family of rape victim
The family of rape-slay victim Vivian Dumaluan has expressed
fears about their safety after Dr. Doloreich Dumaluan visited
the girl's grandfather in his home and uttered threats against
him.
The
former mayor, his brother Teofredo alias Pingmay, Romeo Lapinig
and Narcisco Maghamil are all facing a case for rape with
homicide involving Vivian Dumaluan.
The 17-year-old nanny of Pingmay's children was raped and
killed on April 27, 2004 in Bolod, Panglao.
According
to the sworn statement of self-confessed participant Alex
Dasco, the former mayor was the brains behind the crime which
he said was intended to generate sympathy for Dr. Dumaluan
who was challenging incumbent Mayor Benedicto Alcala.

ADasco
said Pingmay, Lapinig and Maghamil raped Vivian one
after the other before dumping her body some 50 meters
from the Dumaluan Beach Resort owned by the former mayor.
Anastacio
Dumaluan, 79, and his daughter Teodura Dumaluan, 39,
appeared at the Panglao PNP station last April 9 to
report the incident involving the former mayor.
The two reported the threats which were reflected in
the police blotter at the Panglao police station as
entry no. 4115 on page 220.
According
to the two, the incident took place about 6 am last
Wednesday.

The
blotter said Dr. Dumaluan appeared at their residence in Purok
1, Barangay Libaong.
Speaking
in the vernacular, the former mayor said: "ikaw tiguwanga
ka, wala kay buot, wala ka makatudlo sa imong anak nga palahubog
(You old man, you don't have any sense, you were not able
to teach your son who is a drunkard)."
"Ato
ning sabot-saboton. Magtapok mong mga pamilya ug mga anak
ug mga ig-agaw (Let us talk this over. You gather your family,
the children and the cousins)," he added.
He
indicated his willingness to discuss things.
"Bukas
akong pultahan kung moadto mo sa balay. Kung ako pud ang paanhion
ninyo, moanhi ko (My door is open if you go to my house. If
you want me to come, I will come)", he added.
The
former mayor then started to show that he was losing his patience.
"Samok
ning balaya. Di na ko makaanhi ug utro (This house means trouble.
I cannot come here again)," he added.
He
then uttered his threats.
"Ug
samok inyong gusto, maayo pay panghiposon ug pang-lubaon ta
mo (If you want trouble, it would be better if I clean you
up and stab you)," he warned.
The
former mayor also warned the old man what he was up against.
"Daghan
ra ba mi, gamay ra mo (There are many of us, there are only
a few of you)," he added.
Before
leaving, Dr. Dumaluan stamped his foot on the ground and uttered
his last threat before leaving the area with his two bodyguards.
"Bantay
ug moabot ni sa pulis sa Panglao ug sa media (Be careful that
this will not reach the Panglao police and the media),"
Dr. Dumaluan added.
