DELEGATES START ARRIVING TODAY
Police tighten security
for APEC confab here

The provincial command of the Philippine National Police (PNP) has laid down the security measures for the four-day 30th Asia-Pacific Economic Cooperation (APEC) Human Resources Development working group (HRDWG) meeting that takes off on Tuesday at the Bohol Beach Club, as early birds of the about 200 delegates from 21 member-economies start arriving today and tomorrow.

Provincial Legal Officer Handel Lagunay, head of preparation committee, met with the staff of PNP-Bohol headed by Police Provincial Director Edgardo Ingking Saturday afternoon to finalize the security measures.

This was after the Bohol Police Provincial Office received the final itinerary of the delegates.

Governor Erico Aumentado will lead provincial officials who will host the delegates during the welcome cocktails and dinner on the night of Day 1.

   

During the dinner that the provincial government will be sponsoring on the event's first night, Aumentado will give a 20-minute presentation on the topic "The Role of HRD in Sustainable Development from Whale Shark and Dolphin Predators to Protectors".

To follow is a presentation by Panglao Mayor Alcala on the municipality's achievements and programs, then the city government's presentation on the 21st Century Education in Action- -Tagbilaran City Programs in Math and Science, Multiple Intelligence and Education Reform.

The preparation team from the Governor's Office also had meeting Friday morning at Chatto Hall in Capitol to finalize the logistics and equipment support for the event.

Present during the meeting that Lagunay presided were Ingking, Police Superintendent Abner Catalla, Center for Culture and Arts Development (CCAD) Head Enriqueta Butalid, Provincial Financial Adviser Primitiva Ontong, Provincial Budget Officer Valeria Orig, Provincial General Services Office (PGSO) Head Rosalinda Yu, Chito Vaño of the Bohol Tourism Office, Aida Evangelista of the Provincial Planning and Development Office (PPDO), Florencia Uy of the Sangguniang Panlalawigan secretariat, Dave Mar of the Vice-Governor's Office, Sharon Almero of the Bohol Investment Promotion Center (BIPC), Senen Bojos of the Information Technology unit of Capitol's Human Resource Management and Development Office (HRMDO).

Based on Ingking's recommendation, the Chocolate Hills Complex, which has limited pathway to the main viewing deck, will be made exclusive to the delegates for a few minutes during their visit there Friday morning to keep track of the large group. The same system will be applied at the Loboc River Cruise when the group gets there, especially the parking area.

Three tour guides will accompany the delegates to the tourist destinations of Bohol, one for each bus.

On the last day of the conference, they will be checking out the "geographic, cultural and historical marvels" of Bohol that includes the Chocolate Hills, Loboc River, Blood Compact Monument, and other attractions along the way.

Ingking and Catalla assured enough police force to secure the airport and the pier area, the event's main venues, the delegates' billet, and the areas in their itinerary.

The Commission on Higher Education (CHED) serves as the over-all secretariat of the event.

Bojos assured to finish setting up the equipment at the venue by Monday afternoon.

Almero also assured that the booths will be ready by Monday and that 10 computers with WI-FI connection will be available during the conference.

There will also be an area for the media at the venue, Lagunay assured.

Vehicles will also be available 24 hours for the mobility of the delegates.

APEC HRDWG, established in 1990, focuses on developing human resources through programs that span from education to labor and capacity building.

The HRDWG also takes actions for building cultural awareness and gender equity.

APEC HRDWG had held past conferences in Osaka in 1995, and Manila in 1996, among others.

This year's event anchored on the theme, "Human Resources Development Towards a Decent, Equitable and Sustainable 21st Century", aims to "reaffirm its commitment and strengthen its thriving work on human resources development" as steered by Lead Shepherd Alan Ginsburg of the US Department of Education.

It is also a follow-up event to the "Symposium on Education Reform in the APEC Region" on January 14-18 in Xi'an, China and a precedent to the upcoming 4th APEC Education Ministers Meeting set on June 10-12 in Lima, Peru.

The review of HRDWG workplan activities that will be tackled on Day 1 of the activity will include moves to integrate SSN- Capacity Building Network (CBN) into the Labour and Social Protection Network (LSPN), develop a strategic plan for English and other languages in the APEC region, finalize HRDWG terms of reference, implement the Assessment, Monitoring, and Evaluation (AME) Framework, hold brief HRD ministerials, make available the current and former body of knowledge of HRDWG projects, enhance HRDWG ICT capabilities through AIMPS, HRDWG website and Wiki electronic collaboration, and publicize HRDWG products.

The delegates will also review the 2007-2008 them and priorities and 2007 outcomes and future plans.

In the parallel discussions, Session 1 will tackle the topic Meeting the Challenges of the 21st Century through Education, where part I will delve on Harmonizing the Academe and Workplace in the 21st Century and part 2 will be on New Frontiers.

Session 2 will tackle Bridging the Development Gap: Addressing the Social Dimension of Globalization, where part 1 will delve on Development: A Shared Responsibility of Government, Business, Labor, Academe and the Community and part 2 will be on ICT for Development.

On Day 1, CHED Chairman Romulo Neri will discuss the topic on "Addressing the Mismatch of Skills and 21st Century Labor Market Requirements", while Dr. Milagros Lagrosa of the Asian Institute of Management (AIM) will discuss "Transitions and Learning Management: Bridging Academe and Workplace- -School to Work Transitions" before participants in Session1.

New Zealand takes charge of the topic, "Integrating ICT in Schooling: Equipping the Future Workplace", while Peru, China and United States will present "How a Renewed Focus on 21st Century Education would Benefit Business: APEC Education Ministers Meeting".

In part 2, Deputy Director Milagros Dawa-Hernandez of the Technical Education and Skills Development Authority (TESDA) will present the topic on "Career and Technical Education/Technical Vocational Education and Training".

Other topics are "Education and Training in Trade in Services: A Whole New Game" by APEC Senior Office Edsel Custodio; HRD and Education for Competitiveness, and Developments in Lifelong Learning by Japan delegates; then a presentation by TESDA in the afternoon.

On Day 2, the topics include ICT for Education by Department of Education (DepEd) Assistant Secretary Jesus Mateo for Session 1; and "Higher Education Framework" on Day 3 by Neri and CHED Executive Director William Medrano.

Materials at Session 2 on Day 1 will include a presentation on Labor and Management Education by Assistant Labor Secretary Rey Conferido; Self-Employment Assistance Community-Based Entrepreneurs: Skills Development/Job Generation Strategy for the Poor and Disadvantaged Sectors by Assistant Secretary Rinand Maquiling of the Department of Social Welfare and Development (DSWD); Building on Human Resources and Infrastructure by a delegate from Malaysia.

LSPN Coordinator Chris Watson of the US delegation will present the report on "Innovations in Human Resource and Economic Development" Ensuring Sustainable Growth in the 21st Century" Conference.

Presentations in part 2 include Report on Impact of APEC e-Learning training activities on the Philippines by Robbie Macalde of the AIM Global Distance Learning Network, E-Learning for Out-of-School Youth by Fr. Benigno Beltran of the Sandiwaan Center for Learning, Report on APEC Seminar on Using ICT for Rural Community Capacity-Building (APEC TEL) by Director Patricia Abejo of the RP Commission on Information and Communications Technology, the APEC Digital Opportunity Center 2.0 by the Chinese Taipei delegation, and the APEC and e-Learning: Way Forward for IACE by a representative of Korea.
