Two
policemen providing VIP security to ex-Panglao Mayor Doloreich
Dumaluan will be investigated after they tried to arrest a
witness in a rape-murder case in a botched attempt to prevent
him from testifying against the former mayor's brother who
is one of those implicated in the case.
Senior
Supt. Edgardo Ingking, Bohol PNP provincial director, said
he is surprised about the police security to Dumaluan who
is no longer a public official.
Ingking
said he wants to know the basis for the security detail to
Dumaluan saying he is unaware of it until the botched arrest
attempt.
"As
far as I know, the only one who enjoys the same privilege
is Gov. (Erico) Aumentado," the provincial director said.
He
did not name the two policemen saying he still has to verify
their correct identities.
The
two policemen tried to arrest witness George Galo who implicated
Teofilo Dumaluan in the rape-murder of Vivian Dumaluan nearly
four years ago.
Ingking
said the two policemen also committed several administrative
lapses for which they should be answerable.
He
noted that they showed gross disrespect when they did not
coordinate with the Provincial Prosecutor's Office (PPO) prior
to effecting the arrest.
"There
is the question on why policemen who should be providing security
for a VIP tried to arrest a wanted person without coordinating
with officers who had territorial jurisdiction," Ingking
added.
He
said that under PNP regulations, the two should have coordinated
either with him or with the city PNP, both of which they failed
to do.
Ingking
said the policemen also failed to salute him which a subordinate
should render to a superior.
He
noted that one of the policemen was wearing unauthorized uniform
in a military camouflage pants and shirt.
The
policeman who had a belt bag tucked on his waist also did
not surrender his firearm to the guard at the Hall of Justice.
"He
attempted to bully everybody including the provincial director,"
Ingking remarked, adding that the policeman however did not
succeed.
The
Bohol PNP chief said the two policemen never paid a courtesy
call at the Provincial Police Office since they reported to
Dumaluan.
"I
was not aware that there was security detail for a civilian
until that incident," Ingking added.
Ingking
learned that the two were from the Police Security Protection
Office in Region 7. It is the same office that provided security
for whistle-blower Rodolfo Noel Lozada when he arrived at
the Ninoy Aquino International Airport .
